Notice of Public Hearing - Clean Water Facilities Plan

NOTICE IS HEREBY GIVEN that the City Council of the City of Arcadia, Florida will hold a public hearing on Tuesday, October 17, 2017 at 6:00 pm or as soon thereafter as may be heard, in Council Chambers at the Margaret Way Building, 23 N. Polk Avenue, Arcadia, Florida.

This hearing will include a discussion of the Clean Water Facilities Plan and associated recommendations for the wastewater collection system, wastewater treatment plant and reclaimed water facilities and associated financial impact on system users.  The hearing is intended to afford the opportunity of individuals to be heard on the economic and social impacts of the location, design, and environmental impacts associated with the proposed improvements. 

Funding for these improvements is anticipated to come from the State Revolving Fund Program administered by the Florida Department of Environmental Protection.  Financial impacts on utility users will be presented at the hearing.

All interested persons are invited to attend and be heard.

If any person decides to appeal any decision made by the City Council with respect to any matter considered at the meeting or public hearing, they will need a record of the proceedings and for such purpose, they will need to ensure that a verbatim record of the proceeding is made, which record includes the testimony and evidence upon which their appeal is to be based.

CITY COUNCIL

Keith Keene

Keith Keene was appointed by the Arcadia City Council on June 20, 2017, to serve out the unexpired term of Council Member Delshay Turner who passed away. 

 

Keith was previously elected to the council in 2009.  During his five-year term, he served as Mayor for two consecutive years.  He completed the Florida Institute of Government training program for Elected Municipal Officials and additional training on Florida’s Code of Ethics, the Florida Sunshine Law and Public Records Act.  He also represented Arcadia on the Central Florida Regional Planning Council and the Ridge League of Cities. 

 

Keith Keene is a lifelong resident of Arcadia. He earned his BA degree from the University of South Florida after graduating from DeSoto County High School in 1971.  He is a graduate of the Center for Disease Control Environmental Public Health Leadership Institute.  Keith married Cindy Dow in 1977.  They have two sons and four granddaughters.

 

Keith is the Environmental Health Administrator for the Florida Department of Health in DeSoto and Highlands Counties.  He began his career as an Environmental Health Specialist at the FDOH in Charlotte County in 1989. He is a member of and has served on many public health associations and boards, including the Florida and National Environmental Health Associations, the Florida Public Health Association and the National Association of City and County Health Officials. 

 

Additionally, Keith has served on many local efforts including Arcadia Main Street, DeSoto County Economic Development advisory committee, the City of Arcadia Planning & Zoning Board, and the Mosaic Community Advisory Panel.  He is a graduate of Leadership DeSoto Class II.

 

Keith Keene is passionate about Arcadia.  He brings his visionary leadership to work with the council to find ways to stimulate economic growth, preserve our historic character, revitalize our neighborhoods and create partnerships to insure Arcadia is appealing, prosperous and livable.
